"I think thats too simplistic. Every validator other than the private self-staked ones are dependent on something or someone. We need to decentralize the dependence. Its true that all are motivated primarily by whats best for themselves including independent private validators. The bigger companies especially public ones are more visible and may be less likely to act openly nefariously. I see it as different roles.
