"That's a trade-off of explicit vs implicit costs. E.g. I can replicate the S&P XXX in my ETFs and eliminate holding an S&P XXX ETF but the all in implicit costs (trading implementation risk etc) makes it cheaper for my shareholders if I hold the ETF even though the explicit costs seem higher"
