Altice already knew what if anything Gull/Jodie planned to do. And given that they likely knew what the draft order was going to say I'm wondering if Gull was asking for an excuse to give to whoever has been directing her actions so far. She was told to deny Franks and she did. I would also say that if someone was orchestrating Gull she/Jodie couldn't just turn around from a motion without an order and say "Oops sorry."
