"Carney at the AFN's chief's assembly talking about the major projects office the Indigenous advisory council and engagement vs consultation. Consultation only starts when "possible" projects are referred to the major projects office. Any prior engagement doesn't count as consultation. Under the legislation there must be consultation consistent with Free Prior and Informed Consent (FPIC) before a project can be designated in Canada's national interest. He goes on to say "even once" one is designated there must be additional consultations on the conditions necessary for that project to succeed."
