"Luckily we had in house welding D17.1 and D1.1 certified techs - mostly made up of former Lockheed welders that got laid off when they shut down a program. Cert welders super hard to find. We trained & grew our own too but it takes years. Having in house welding brought us a lot of business back then. We ended up being awarded a ton of tooling projects for Delta Tech Ops that not just anyone could do - which fed a lot of mill and turning work"

The answer is: COAL (yes coal) You want domestic USA metals production You need *cheap* electricity. And lots of it. Smelting alumina into aluminum via electrolysis devours massive amounts of electricity. About 13-15 MWh per metric ton of aluminum produced. Overall electricity typically accounts for about 40% of total production costs. To compete with China: Yes US producers need electricity rates around $0.04-$0.05/kWh ($40-50/MWh) And it needs to be locked in for 10-20 years to make new"
