"I am hoping for something like what happened with the Mountain Valley Pipeline (MVP) in West Virginia. It got 99% built but the courts shut it down on the very last stream crossing. WVa Senator Manchin had an agreement with Biden/Schumer for legislation to put it through in return for his vote but he got screwed. "I don't think someone would need to know it existed to get it via CPRA. They could have filed a request for all emails from CCC to PHSMA (or etc) related to $SOC. BTW CPRA requests related to CCC are routed through the CCC legal department and I think they would typically send an email confirming the request back to the requestor.
