"No. but CDC has raised over 150B in funding. If the plan is to create 70b new tokens that are funded by CDC reserves it will artificially raise the market cap and allow them to enter the strategic reserve. I dont know the exact current staked token count but Id believe those could not be placed in the reserve. All is speculation and we will know more about the plan soon enough.
