"You're underscoring the point of the story by missing the point of the story. Fighters do not normally fire flares at other aircraft - but in this case they did. Fighters don't have to fly close behind to be in a position to shoot - but in this case they did. The point is: this is not normal. Fighter aircraft do not "fire decoy flares at" other aircraft (check any number of videos of aircraft deploying flares at airshows worldwide). A Chinese J-16 does not have to fly "very closely" behind a Taiwanese fighter to be in a position to shoot it downguns and Fighter aircraft do not "fire decoy"
