"You have to consider vehicle amortization and program overhead too. Overhead is several billion $/year. Falcon internal cost is probably somewhere around $1500/kg fully burdened with S2 replacement being maybe 20-40% of that. I think starship beating $200/kg this decade is unlikely but if ship reuse gets decent and they hit 100+ tonne payload it could still be a big improvement over F9.
