That's not the flag shadow, you're looking at a small trench (circled in red by me)
Circled in blue is Neil Armstrong taking a photo of Buzz Aldrin saluting the flag. Taken by a 16mm camera from the spacecraft.
Green is the flag's shadow, which from Armstrong's perspective, is blocked by Aldrin from view.
