1st. It says “The CHURCH” (not “she”) that is at Babylon. This refers to the city of Babylon on the river Euphrates , the only literal city of Babylon mentioned in Scripture. There is no proof that this is a synonym for Rome. It’s a historical fact that Babylon was still in existence at that time and there were many Jews living there. Josephus writes of Babylon around the same time, in Josephus, book 18, Chapter 9, and in Book 19, Chapter X. Since Babylon was still in existence at that time, why would Peter refer to Rome as Babylon, instead of just saying “Rome”
