The idea that Jack Ruby was "mind controlled" by Dr. Louis Jolyon West is a popular theory among conspiracy circles, but there’s no hard evidence proving that mind control was used on Ruby. Dr. West, who did have well-documented connections to the CIA’s MKULTRA mind control program, examined Ruby after he murdered Lee Harvey Oswald and diagnosed him with acute psychosis and paranoia, noting that hypnosis and drugs like sodium pentothal were considered as possible tools during his evaluation.
Ruby was seriously mentally ill during and after his trial, but declassified records show only that Dr. West evaluated him and discussed possible use of hypnosis—it’s speculation to say this amounted to actual mind control.
As for Sirhan Sirhan (Robert F. Kennedy’s assassin), his case is more ambiguous. Sirhan’s defense found he was highly hypnotizable, and later psychiatric experts (notably Daniel Brown) claimed it was possible Sirhan had been hypno-programmed, but no conclusive evidence has ever surfaced to prove he was actually "mind controlled" by others—officially, his conviction stands and the mind control theory remains unproven but debated.
