The usefulness of biometric data is that once someone is caught and their details are recorded, those biometrics are available nationwide through a central database shared by states and agencies—so even if they try to re-enter through another state, authorities anywhere in India can match and identify them as repeat offenders.
If a state government doesn’t act on the data and lets someone stay illegally, it's essentially a failure in enforcement at that local level, not a problem with the biometric system itself—the database helps authorities, but how proactive a state is with using that data will still depend on local law enforcement and political will.
Ultimately, biometrics make it much harder to cross invisible and start over with a new identity, but effective action still relies on each state's commitment to using the system properly.
