Fuck pepper spray. Go right to (LLCAW) Less Lethal compressed air weapons, tasers, handheld shock units on your way to 9mm.
AND i have found that women hate the big LLCAW b/c they are larger and clunky. BUT they do like the idea of being able to shoot someone to discourage bad behavior without all the mess of blood and flesh bits all over the room.
LLCAW come in all sizes and categories but i have not found any that are small and elegant to appeal to women esthetically...yet.
And on my LLCAWs i put the first two rounds as Military grade tear gas pellets and the remainder as solid AL spheres. You will be blinded and gasping for breath from the gasses when you are shot in the noggin and knocked out by the AL.
For women out and about in society, there are also the hand -held tazer weapons. Some of those are very discrete, and come in reasonably stylish cases. Though i point out that there is no deterrent value in threatening someone with something that looks like a makeup case.
