"Six or seven years ago letter of credit fraud in Libya meant swindlers depositing dinars and converting at the official fx rate and then not actually importing the announced goods. The dollars thus generated abroad were used for other purposes. That used to be the worst kind of letter of credit fraud. Now Libya experiences a more aggressive brazen form. As the example below demonstrates dinars are not even deposited. Dollars are extracted from the CBL and shipped abroad without any dinars deposited to begin with. It is fraud built on nothing. That is a phenomenon to watch"

"This sort of boisterous optimism about Libyas natural gas output is inappropriate. Natural gas production has been falling owing to a structural trifecta: crumbling infrastructure depleting fields and limited midstream capacity. Expansion plans are making zero progress. Both the NOC and Eni have failed to commit the necessary $4bn each for the critical Structures A&E project which has not budged an inch. The NC7 Hammada project is also at a standstill. Officials ought to face reality and get moving now; even if they act today it will be years before Europe sees a rise in natural gas exports."
