"Yea. Pretty sure they cant use this stay order method with something like $SSK. Would have had to be an actual official stop order. The stay on the 19b-4 can be put in place by as little as one commish based on my understanding. Im not sure which theory is correct. Im like 60/40. If the framework/ generic listing standards are put in place and these stays are immediately lifted. Well know. Or if theres and actual vote and one commissioner votes not to lift the stay. (I think thats how it could work) well know it was indeed on commissioner. But we may not ever know for certain what the cause"
