"As someone who worked as an avionics and aircraft maintainer and then later as a Project Manager in the Coast Guard Army and Air Force Every Contract that we ever wrote on any of these projects ensured full capability for the equipment to be maintained so as to meet expectations. Sparing was always sufficient for the lifetime of the aircraft and we ensured that other than LRUs everything else was maintainable at the unit level. If something got below an MTBF of about XXX hrs then we would establish a maintenance school for it. I once toured over XX helo bases in XX days to teach a maintenance"
