"Yes it is. The aspect of it that could be leveraged to invest in startups/business is something that Innovate Guernsey will look at getting off the ground next year one way or another. Historically we have made a tokenistic attempt with the Guernsey Investment Fund but not sure how it performed yet. "Certainly that is the path they have tried to take Innovate Guernsey down. Box us into writing strategy for us long as possible. Luckily we ignored them volunteered lots of time we haven't been paid for and got on and done grassroots work fixing issues. I still sit in meetings and they want us to write more documents rather than actually support the States to change their ways of working. 😂 They hired X very talented people and gave them 1500 to act (which we didn't spend). They spend so much time on strategy and so little time on delivery. Most of the frontline people know what to do but"

"As a marketer the money spent is very low leverage. They are structured as an old school promotional agency rather than an industry development organisation. I've hardly seen them on the ground in the past year when the largest restructuring of the ways of working and culture of the GFSC has taken place. "The fundamental test of this new P&R is whether they go into defend and justify mode like all of the others or they use this as a crowdsourcing opportunity to improve the current outputs. The Fiscal Framework needs and economic pillar. The Government Work Plan needs to integrate government efficiency and economic development rather than having them in separate siloes. Two of the top issues are economic stagnation and government productivity. P&R's primary job must be to take down siloes wherever it sees them and model those behaviours in the way it works itself. The rhetoric must be embodied."
