"I'm sympathetic to the view that users should be given the option to set filters more explicitly but that also adds complexity and bad UI. Users would basically have to choose between a set of filters at startup and most wouldn't understand what any of that even means. Additionally users are still able to tweak the relevant config related to the recent OP_RETURN controversy. It seems more problematic when a default is chosen if it's relevant to some consensus rule change. IIRC Ethereum did this as a way to influence users and push through the fork related to The Dao.
