"Very interesting discussion today with a Hill staffer about the project to lay an underwater cable from the Dominican Republic to Puerto Rico which is being reviewed by the White House etc #muniland. It would provide 700MW of power presumably cost XX cents kWh & be relatively easy to deploy. There is a short supply of ships that can lay cable so that would need to be taken into account. The DR uses mostly fossil fuels to make electricity and they're basically at the same cost level that AES charges to provide power to Prepa"
