"NJ generation was in a deregulated wholesale market with regulated distribution. The generation and supply side operate under a merchant model. Low cost gas at the time combined with existing generation assets lacking long term contracts / PPAs caused many of them to go under. Same thing happened with Kewaunee in Wisconsin. The ironic thing was this was not a golden age for gas. Gas frackers had their own contracts that were causing a glut of supply on the market while they lost their shirts.
