Lido has delivered dual governance for stETH to have an exit window preventing this attack. Other nuance to add: I try as much as possible to use the words "unconditional exit window" instead of stage two because the stage two criteria as defined by L2Beat still include an edgecase where an instantaneous upgrade by a security council would be permitted. Instant upgrades is fundamentally the problem with most existing L2s. However nothing on the L2Beat homepage is devoid of proofs anymore. "The Lido DAO governs the Ether delegated to those independent operators. Under the old theorized attack the DAO would have the ability to vote to strip Ether away from the operators and concentrate it. Prior to EIP-7002 honest operators could defect. With dual governance if the Lido DAO ever attempted to do this the stETH holders have the chance to exit their underlying Ether from the LST before any sort of operator concentration could happen. i.e. they used to have an attack vector as a single entity but IMO that has been closed now and we can think of the node operators as independent"

"I'm all for the rabid social layer continuing to hold it against Lido that they refused to self-cap in the dangerous pre-DG era. I want more distributed alternatives like Rocket Pool and the Lido CSM to replace the curated operator system. I just think DG has actually eradicated the Lido threat. "I view it more as the situation we have where L2s are supposed to have exit windows i.e. "the sequencer is misbehaving a malicious upgrade is enqueued you have XX days to evacuate or they will steal your money." I feel like it's quite simple for the social layer to do something similar with stETH holders i.e. "hey guys there is an upgrade going through Lido right now that is going to kick out a reputable operator and concentrate stake; you should consider turning that stETH back into Ether". The Lido stake-concentration attack is much much more difficult to maliciously achieve with this"
