"D1 college football should have X subdivisions with X playoff formats. Each subdivision has minimum investment requirements for a conference to be a member (rev-share scholarships etc). If the Pac-12 wants to play at the highest level it needs to hit that level of investment. If the Big Sky wants to play in the middle subdivision same thing. And if you want to play D1 football in a cost-effective manner the lowest subdivision is for you.
