Exchanges are just crypto banks printing shadow bitcoin and crediting accounts with IOUs which is why Bithumb was able to recover almost all of their btc they mistakenly sent users. The bitcoin isnt credited in reality until it is sent off of the exchange and into a custodial wallet.
