"Indeed forking only happens in the most extreme scenarios though As long as some validators are independent "sanctioned" TXs still make it through even if a majority rejects them As it is not worth forking over that We saw that in BTC & ETH with OFAC regulations recently There is still value in "cui bono" or in other words follow the money. As arguably a validator is not independent from its source of funding The scenario where censorship blocks the re-shuffling of stake to prevent the counter-censorship is wild; I had not thought of that The only solution then would indeed be a hard fork"
