"🤡 Boy. The Satellites are licensed to the US via FCC. The FCC can and does regulate to what countries a US licensed space station can communicate with. The local regulator can determine if they allow UTs/Earth Stations to communicate with that satellite. It is why AST keeps getting STAs to test internationally for brief periods and can not simply launch Commercial Services internationally. It is also why the FCC will ultimately determine which US licensed satellite system will be allowed to operate in the pan-European 2GHz MSS Spectrum"
