"Its been XX hours since someone pushed this valid transaction with a full jpeg in op_return. For most of those XX hours the fee rate was sufficient for it to be considered "next block." But it hasn't been mined yet. The reason it hasn't been mined is because of filters which bCore v30 will disable. Bitcoin Core maintainers feel that it is essential to quickly mine this jpeg and that somehow filtering it is "bad" for mempool topology and will degrade Bitcoin services.
